In the Jerusalem Talmud, there is the story of Monobaz who gives all his wealth away to the poor when there was a famine. His family is not too happy. He explains that he is gathering treasure for himself in heaven where human force does not rule ("where the hand of man does not rule"). Treasures on earth are subject to being lost to human force.
